		<description>I always found project billing created an adversarial relationship, one you have a price, the customer wants to get as much as possible and the contractor wants to give as little as possible. 

Of course in an ideal world you agree everything in a spec up front, the trouble is in the real world it's almost impossible to get a correct spec up front. It isn't until you start coding and the customer starts using your work that you really understand what the requirements are.</description>
